I was witnessing 95 Referendum. It is turning point of relationship between Quebec and the rest of Canada.
If you look at the previous Equalization Payments, almost every single year Quebec received around 50% the money available that year.
Then again... Aptly describes Liberal Governance, What Ottawa is doing to Alberta, and the state of a country previously known as Canada.
