"The Charter" seems to be a meaningless piece of paper used, when appropriate, pretty much only to the benefit of complicit governments and sycophant leaders.
Not always but pretty much so one can be excused for noting that it really does look like a meaningless piece of paper with more outs then benefits to real Canadians.
