A youth in the Greater Toronto Area has been arrested on terrorism charges after allegedly editing and posting ISIS propaganda videos and seeking firearms to carry out a terrorist act.
In a news release on Tuesday, the Royal Canadian Mounted Police revealed that the youth was arrested on November 4, 2025, by Ontario’s Integrated National Security Enforcement Team in the GTA.
INSET, which is made up of representatives from federal, provincial and municipal police and their partners, undertakes investigations into terrorist criminal activities.
The youth was charged with violating section 83.18(1) of the Criminal Code by creating the videos. The individual was also charged with “inviting a person to provide property, intending that they be used in whole or in part for the purpose of carrying out a terrorist activity.”
The youth in the case is not being identified due to the Youth Criminal Justice Act, which bans the publishing of a young person’s name or other identifying information.
“This arrest is the result of a coordinated effort with domestic and international partners and demonstrates the RCMP’s commitment to public safety by disrupting threats to Canada’s national security,” James Parr, the Officer-in-Charge of Federal Policing – Central Region, said in a news release.
The New York Police Department commissioner said it was good to work with the RCMP and that international terrorism has “no borders.”
