A male youth was arrested at Ottawa’s Rideau Centre on Sunday after allegedly releasing a noxious substance against multiple unsuspecting victims, prompting a police response and medical treatment for those affected.
The incident occurred just before 10 p.m. Saturday near one of the bustling shopping mall’s entrances, where the substance was released, causing immediate distress. Ottawa Police Service officers in the vicinity saw a group of males flee the scene. Suspects were quickly pursued, apprehended and detained without further incident.
Investigators identified the primary suspect as a male youth responsible for releasing the noxious substance.
He now faces multiple charges, including possession and administration of a noxious substance, wearing a disguise with intent, and assault with a weapon.
The Ottawa Police Service’s Central Investigations Unit has taken over the probe, which officials say is ongoing to determine the full circumstances and any potential motives.
Victims received prompt on-site treatment from Ottawa Paramedic Service personnel. No serious injuries were reported, though the exact number of affected individuals was not immediately disclosed.
Paramedics confirmed all those impacted were assessed and treated for symptoms consistent with exposure to an irritant.
In this context, a “noxious substance” typically refers to any harmful or irritating agent that can cause physical discomfort, injury or distress. Under Canadian criminal law, particularly Section 245 of the Criminal Code, this can include a broad range of materials, from chemical irritants like pepper spray or tear gas to bear spray, acids or even weaponized household chemicals.
These substances are deemed “noxious” if they are poisonous, harmful or offensive to the senses, leading to effects like burning eyes, respiratory issues or skin irritation. In urban settings, such releases are often classified as assaults due to their potential to cause panic and harm in crowded areas.
The Rideau Centre, where the event occurred, is one of Ottawa’s premier retail and entertainment hubs, located in the heart of the city’s downtown core at 50 Rideau St. Opened in 1983, the multi-level complex spans over one million square feet and features more than 180 stores, including major anchors like Nordstrom and Simons, alongside dining options, a cinema and office spaces. It serves as a key transit point, connected directly to the Rideau Station on Ottawa’s O-Train light rail system, making it a high-traffic destination.
The centre attracts millions of visitors annually and is situated adjacent to iconic landmarks such as the Rideau Canal and Parliament Hill.
Police have not released the suspect’s identity due to his youth status under the Youth Criminal Justice Act, which protects minors from public naming unless specific criteria are met.
