I'm wondering if the USA recent import of Ven heavy crude was a compatibility test with the Gulf based refineries. Should the US take control of Venezuela, this could result in a downward pressure on the WSC price.
It should be noted there is no oil pipelines running south from Mexico to South America. The Ven crude would be shipped by tanker which incurs a higher environmental risk.
If BC blocks the pipe line Alberta is going through the United States and then BC is fucked just like Saskatchewan selling its minerals to the United States.

I live in northern BC and the majority want this pipeline...we the majority are sick and tired of the Indian's and we are done!
