Organized Crime can best utilize this feature, as it is right in the name, organized. They can keep expanding and have all their lawyers bung things up so that lots of cases get tossed due to time. Eventually, the justice system could be so jammed up that almost nothing gets done on time and policing effectively stops. They'll probably keep with traffic tickets and the odd fine and crime of the ordinary fellow, but complicated, major cases will just chew up all resources and too many will lapse.
So, have to toss Jordan and build some massive jails like El Salvador and toss the really bad people in there until such time as we can get to them.
