RCMP whistleblowers accuse nine Liberal MPs of foreign interference failures
The law enforcement officers alleged that the named ministers failed to act on serious national security threats, engaged in apparent malfeasance, and placed Canadians at risk of retaliation by China.
Two veteran law enforcement officers have accused Liberal Leader Mark Carney and nine current and former Liberal cabinet ministers of ignoring foreign interference, mishandling national security files, and allowing the RCMP and CSIS to abuse spyware against unionized officers and innocent Canadians.
The allegations were made in an open letter dated April 12, addressed to Carney and signed by Sgt. Peter Merrifield, a current RCMP officer, and retired Vancouver police detective Paul McNamara.
“The Liberal Cabinet Ministers named herein past and present, some now working in your Prime Minister’s Office, have directly and by intent permitted serious breaches of Canadian Law,” the letter reads.
The law enforcement officers alleged that the named ministers failed to act on serious national security threats, engaged in apparent malfeasance, and placed Canadians at risk of retaliation by Chinese intelligence agencies.
“Had any of your Ministers acted in the two years prior to October of 2024 when their intervention was requested by the undersigned, they would have stopped innocent Canadians from being identified for their activities and knowledge of Canadian covert intelligence operations in China,” reads the letter. “These innocent individuals now and forever have a target on their backs unnecessarily in a war of espionage between Canada and China,” wrote the officers.
The two officers called for the immediate removal of nine ministers, citing how the MPs allegedly failed to uphold Canadian law and protect Canadians. In many instances, the officers claim the listed MPs violated the Canadian Charter of Rights and Freedoms.
The named ministers were Marco Mendicino, Dominic LeBlanc, Bill Blair, David McGuinty, Anita Anand, Steve MacKinnon, Melanie Joly, Arif Virani, and Chrystia Freeland.
The officers provided documents, communication records, and evidence to support their claims.
They also allege that sensitive national security information identifying Canadian covert agents was mishandled or exposed, and that multiple cabinet offices ignored their warnings. The letter also says the Prime Minister’s Office and Privy Council were made aware of the risks but failed to intervene.
The letter further claims that CSIS and the RCMP misused spyware against unionized RCMP officials, including deploying On Device Investigative Technology during collective bargaining negotiations.
They also cited Carney’s recent handling of former Liberal candidate Paul Chiang as a failure.
“This unparalleled action in Canadian history was your first public test as a leader to demonstrate your respect for the rule of law and to act swiftly with integrity. You hesitated and did not publicly demonstrate the recognition of the seriousness of the offence,” reads the letter. “The Liberal party has long espoused that they, and Canada, respect the rule of law. The time for you to prove this with meaningful action is now.”
The officers said that by taking action, Carney could prove he is willing to put Canadians, ministerial responsibilities, and the rule of law above partisan political activity.
They urged him to act immediately rather than make campaign promises to look into it later.
“Demonstrate that you are not the same old government of the past nine years that has failed to protect Canada. It is never wrong to do the right thing and to earn the trust and confidence of Canadians,” reads the letter. “If you wish to be a nation builder for the future then you must not surround yourself and empower the failed engineers of the past.”
Carney took some heat from the opposition during the French leaders’ debate on Wednesday for trying to say that he had only been prime minister for a short while. Opposition leaders reminded him that he was in the same party, with the same ministers, and the same caucus as former prime minister Justin Trudeau.
True North reached out to the RCMP, CSIS, and Mark Carney to reply to the letter but received no comment before publication.

One of them will “break” and bear witness against the others.
In good old Canada, this scandal of epic proportions would have brought down a government and crucified them at election time. Today, however, the state media is more concerned with their bruised egos and golden handshakes. Utterly astonishing.
