Anyone who tries to steal land from homeowners can lawfully be arrested by said homeowners and deposited with police using reasonable force. Richmond is still in Canada last time I checked.
Now the banks don't want to renew mortgages on these properties. Will owners just have to walk away. That's one way of getting cheap housing for the government to give to immigrants i guess.
