Sabia is making a big attempt to appear ethical, but has no idea what investments Carney holds. So, how in hell can he do his job effectively? He can't, and as it is Carney can essentially do anything he wants, which is to say he is stuffing his pockets at the expense of the Canadian taxpayer and is getting away with it unhindered!
Those who have been found of ethic breeches should be removed permanently from their position, not given a slap on the wrist fine!
Privy Council Clerk also likely pays taxes in Canada where he has his bank accounts.
