Ottawa provided more than $217 million in foreign aid to Palestine during the 2025-26 fiscal year, nearly twice the amount listed for Ukraine, according to newly tabled figures — as Prime Minister Mark Carney pledges another $100 million for Palestinians.
Global Affairs Canada disclosed $217,083,501 for Palestine, the largest amount listed for any single recipient country or territory in the parliamentary response. Ukraine received $125.9 million, according to Blacklock’s Reporter.
The figures were tabled in response to an Order Paper question from Conservative MP Shuvaloy Majumdar, who asked how much foreign aid and international development funding was provided by the recipient country during the fiscal year.
The government reported $5.8 billion in foreign aid worldwide.
After Palestine and Ukraine, the largest amounts included $124.7 million for Ethiopia, $122.7 million for Haiti, $92.1 million for Mali and $91.8 million for Bangladesh.
South Sudan received $88.6 million — less than half the amount listed for Palestine — despite the UN reporting widespread acute food insecurity in the country.
The newly tabled figures do not, however, represent Canada’s total support for Ukraine.
Canada says it has committed more than $25.5 billion in multifaceted assistance to Ukraine since Russia’s full-scale invasion in 2022, including financial, military, humanitarian, development, security and stabilization support. Of that, $8.5 billion has been committed in military assistance.
The $125.9 million figure therefore represents foreign aid to Ukraine listed for the 2025-26 fiscal year — not Canada’s total financial, military or other assistance to the country.
The disclosure comes as Carney announced another $100 million for Palestinians during meetings at the United Nations this week.
“In Gaza, immense human suffering continues,” Carney said.
“A generation will face lifelong scars of psychological and physical trauma,” he continued. “Gaza is now home to the greatest number of child amputees in modern history. Its hospitals, schools and maternal clinics have been destroyed and not rebuilt.”
Of the new $100 million, $80 million will fund humanitarian assistance in Gaza and the West Bank, while $20 million will support peace and stabilization initiatives. Ottawa says the announcement brings Canada’s assistance responding to the needs of Palestinian civilians to more than $600 million since Oct. 2023.
The new funding comes amid a broader shift in Canada’s policy toward Palestinian statehood.
In July 2025, Carney announced Canada intended to recognize the State of Palestine at that year’s United Nations General Assembly, subject to commitments from the Palestinian Authority to undertake reforms, hold elections in 2026 in which Hamas could not participate and demilitarize the Palestinian state.
“I am speaking for Canada now,” Carney told reporters at the time.
“Canada intends to recognize the State of Palestine.”
Carney’s government said the decision was intended to preserve the possibility of a two-state solution, while also calling for Hamas to release all hostages, disarm and have no role in the future governance of Palestine.
The announcement marked a change from Canada’s previous approach of tying recognition more closely to progress toward a negotiated settlement between Israelis and Palestinians.
The issue had previously come before Parliament in March 2024. The original NDP motion called on Canada to “officially recognize the State of Palestine,” but that provision was amended before the final vote.
The House ultimately voted 204-117 in favour of the amended motion, which instead called on Ottawa to work with international partners toward establishing a Palestinian state as part of a negotiated two-state solution.
