That is fundamentally the issue, "are you the premier of a province with the full powers of the constitution, or are you an administrator of a province under federal jurisdiction. " Kenny was a pretend premier working for the federal government. Too many people elected in provincial legislature see themselves as federal wannabes, simple administrators in the federal dept of provincial affairs. Canada's constitution never envisioned a province that was subservient to a federal govt, a province had defined and distinct authority that could not be abrogated but hear we are withe an overreaching, overtaxing and belligerent federal govt imposing it's will upon the provincial domain. The courts chewed up and literally shat out the constitution to suit its needs, they called it "evergreen". Canada is not a post nation state, it is a neo-communist state, with the entire federal apparatus marching Canadians into servitude to the state through overbearing taxation and laws.

Kenney is now and has always been a federalist. He was never an Albertan at heart or in mind-set. In retrospect I think he took on premiering Alberta because he thought we needed to be kept in the “Canadian fold”.
