In his recent speech at Davos, Mark Carney delivered a sobering message: the world Canada once relied on is not coming back. The assumptions that shaped decades of Canadian foreign policy, a stable rules-based order, predictable alliances, and American leadership anchored in restraint, are eroding rapidly. In their place is a harsher reality defined by power, leverage, and strategic self-interest.
