I've had discussions with friends on this and the standard response is some variant of "Who wants to bring kids into a screwed up world like this?" or "I wouldn't want to be a kid today." Hard to argue with those somewhat simplistic viewpoints. But fifty years ago, there was a reasonably comfortable life to be had, for everyone. It wasn't necessary to be one of the over-educated elites, as long as you were willing to work hard, there was a place for you. Not so today. Advances in technology are making people superfluous. Computers have been replacing people for generations now, and that phenomena is accelerating. I spent my working life toiling for a company that sold computer systems into the banking industry. Their mantra to us was, we'll give you a million $'s for every system you sell us if it replaces four people. That was 25 years ago. I don't know what the numbers are today, but rest assured, a formula is still in place. I don't blame banks or other corporations for this - they're just doing what they're designed to do. But they need to understand the enormous impact they have on the macro scale.
Modern advances in technology (AI) will only make this situation worse.

Secondly, you mention that the government should strive to create an environment in which couples can have the number of children that they desire. That has already happened and they are choosing to have fewer or none. Thirdly, forcing women to have children they don't want isn't the answer. If you dislike abortion as a method of birth control, find other ways, there are many. Lastly, we humans are incredibly resourceful, we'll find ways to deal with the 'problems' associated with a declining population. When I was born, Canada was less than 20 million people and it was a damn fine place to live. No reason it can't be that way again.
