The Niagara Regional Police Service announced the arrests in a media release on Thursday, saying they uncovered allegations stretching several decades involving at least 16 victims—14 male and two female, aged 8 to 17 at the time of the offences.
Williston, a former school bus driver in Niagara Falls, faces charges including four counts of sexual assault on a person under 14, seven counts of sexual interference, 14 counts of unlawful possession of child pornography, six counts of distributing child pornography, and 10 counts of voyeurism, among others.
Investigators believe there may be more victims who have not yet come forward, as Williston was previously employed as a school bus driver in Niagara Falls.
Readers are reminded that, in Canada, there is no statute of limitations on sexual offences—including those that victimize children.
The collaborative police investigation additionally revealed Williston used aliases such as “Doug Williston,” “Todd Helmes,” “Uncle Doug,” “Plebber,” and “Chubby Todd,” along with online account names like “Plebber,” “Chubby Todd,” and “Snake Den.”
“This kind of predatory behaviour will not be tolerated in our community,” said NRPS Chief Bill Fordy, emphasizing the force’s commitment to victim-focused investigations.
“The scale and nature of the allegations are deeply troubling and highlight the profound impact such offences have on our community—particularly on vulnerable young people,” Fordy added.
Williston has remained in custody since the initial charges and is scheduled to attend a bail hearing Friday at the Robert S.K. Welch Courthouse, located at 59 Church Street in St. Catharines.
In Canada, a judge’s reasoning for either granting or denying bail is automatically covered by a standard Criminal Code publication ban.
