A man from Woodstock, Ont., has surrendered to police in connection with a human trafficking investigation involving a teenage girl, London police say.
Cory Robert Fowler, 42, has been charged with several offences, including trafficking a person under the age of 18, receiving a financial benefit from trafficking a person under 18, material benefit from sexual services provided by a person under 18, procuring a person under 18, advertising another person’s sexual services, and assault.
Investigators allege that the victim met the accused online in October 2023 and the pair became involved in a “sexual relationship” thereafter.
The following month, police said the man encouraged the girl to engage in sex work and began advertising her sexual services online in exchange for money.
After she said she no longer wanted to continue sex work, the girl was assaulted during an argument with the man at a hotel in the 800-block of Exeter Road in London’s south end, police said.
Following the alleged assault, the victim contacted police in April 2025, prompting an investigation by the London Police Service’s human trafficking unit.
After a lengthy investigation, an arrest warrant was initially issued for Fowler on Thursday morning. However, police announced Fowler had voluntarily turned himself in.
He is expected to appear in court in London on Thursday afternoon.
Due to its proximity to Highway 401 and a cluster of motels, hotels, and plazas, the Exeter stretch has gained a reputation as a hotspot for human trafficking and prostitution, particularly involving sex workers in vulnerable situations.
London—along with major metropolitan hubs Montreal, Vancouver, Toronto and Ottawa—accounted for nearly half of all police-reported incidents of human trafficking in Canada over the last decade on record, according to Statistics Canada.
Statistics Canada places London among Canada’s top five regions for reported human trafficking incidents, with police and advocacy groups noting traffickers often operate along the 401 corridor and exploit motel rooms in the Exeter Road area.
The London Police’s human trafficking unit and local support services have flagged several investigations tied to this location, with the area gaining a reputation as a key node in trafficking activity.
