The delaying tactic, called Wave One , will include fluff, stuff, nonsense, and other meaningless drivel - unless it meets WEF accords. One more thing it will include is a "Just wait 'til you see what we're going to do in Wave Two!" promise.
After suitable delays - and a possible prorogation - Wave Two will include the admonition to
"See Wave One."
Oh yes, there will be no mention of any new pipelines just yet. Quebec has promised to organise a panel to study the ridiculous idea of a Pipeline East. The panel's preliminary report is due on October 1, 2042. Final decision to be rendered on July 1 (Canada Day!) 2052.
