Whether you like it or not the NOTWITHSTANDING Clause is not only an essential part of the (rather useless) document we refer to as our Charter of Rights and Freedoms but the primary reason it was even accepted and placed into existence in the first place.
Don't however ask a Liberal or NDP type about what their definition of Rights and Freedoms might be as we have been witnessing that one first hand since 2015.
Now... I agree that Quebec should not be allowed to use it since they never signed on to Canada's Charter of Rights and Freedoms in the first place but are allowed to use it when it suits them which appears to be very selective and when they do it seems to have little to do with either Rights or Freedoms.
But as for Kinew... Vote for NDP you get what you vote for.

He can do whatever he wants with respect to passing a new law, but the Notwithstanding clause is part of a Federal document known as the Constitution and cannot be changed or fiddled with except by an amending formula that is contained in that same Constitution. So Mr. Canoe can paddle off back to his reservation and complain about how badly the Indians in Canada are treated with the paltry tons of millions given to them every year for doing absolutely nothing. Well they often get a little too drunk!
