The process goes like this : theory>proof>conclusion. The conclusion cannot be the theory unless there is proof. That's it. But if there are people buried there, regardless of how many, there still has to be proof that some kind of crime took place. I'm not sure that an exhumation would accomplish this.

Since no shovels have gone in the ground at Kamloops, the least they could do is pay back the $12 million. Maybe give it to the churches that burned down so they can rebuild.
