So if the requirement to be in a federal leaders debate is to have candidates in 90% of the ridings across Canada why is the Bloc Quebecois in the debate. And I still don’t understand how they are even a federal party when they are only interested in Quebec. Can other provinces form federal parties as well if they are only interested in their own provinces. Can someone explain to me how this works.
