1. Recruit. Offer natural-born Canadians a fast-tracked path to US citizenship. Match CPP to Social Security and offer to convert savings $1CAD to $1USD (as was suggested by @ContrarianTribe)
My guess is that 10+ million Canadians would take up the offer and move. Anyone young, ambitious, entrepreneurial, hard-working, religious and anyone who doesn't own a home will go in the first year.
It will be the ultimate brain drain.
Arizona gets 200 days/year of sunshine. It's 27 degrees celsius in Miami right now. The average home in Iowa goes for $250,000. A business owner could instantly access to 300 million customers. Trump's economy will be booming. There are so many compelling reasons to go, and once a critical mass starts to leave, there will be a stampede.
2. Wait. Once the productive people leave, the economy will be in a free-fall. Government revenue will be cut in half, but government spending will more or less remain the same.
Canada will start printing money to keep the OAS/GIS/CCB cheques in the mail. The only ones left in the country will be refugees, welfare recipients, government workers and landowners.
Canada will default on its loans. With no one to pay the bills, no one left to fix the roads or enforce the rules, things will devolve into unthinkable chaos. Another 5-10 million Canadians will flee.
3. Annex. Offer Canada a lifeline.
America will send in the national guard, restore order, bail out the government -- in exchange for territory and national resources.
Canada would become an unincorporated US territory with no voting rights, much like Guam or Puerto Rico. Trump will go down in history as the man who united North America without firing a single shot.
