Internal records show the Ottawa-Carleton District School Board hired longtime Qatar Foundation trainer into equity role as antisemitic incidents surged in Ottawa schools.

The Ottawa-Carleton District School Board hired a longtime trainer with Qatar Foundation into a new equity coaching role for Palestinian, Muslim and Arab students just months after the Oct. 7 Hamas terrorist attacks, even as anti-Jewish incidents were surging across the board's schools.

Reem Khalaf, who has worked as a Lead Trainer and Educational Specialist with Qatar Foundation’s Education Development Institute since at least 2017, was listed in an internal November 2024 OCDSB Equity Division presentation as an “Equity Instructional coach with lived experience as Palestinian, Muslim and Arab.”
