How about doing like they are in the USA. If you can't speak or read English, you cannot drive a semi or any truck over 3 tons.

Sue the owners of trucking companies that hire these clowns for all they have with a year or 2 in jail as well if there is an accident causing death

Why not make accidents part of a drivers abstract? Traffic violations already are. That way when a driver applies for a job all the trucking firm needs to do is request a current abstract. Asking trucking firms to keep track of driver accidents for reporting purposes seems a bit iffy to me, especially if family and religion are factors in the business relationship.

Here’s one good example of why this happens regularly. Yesterday, while driving on the Yellowhead to Edmonton, I overtook a truck owned by Shergill and Sons out of Edmonton. The driver had his barefoot holding on to the steering wheel while looking at his cell phone. This is a fact. Of course I couldn’t take a picture because THAT would be considered distracted driving.

Wow, that's beyond scary! These new measures need to be implemented across the country with driver abstracts being required before anyone is allowed behind the wheel of these semi trucks.

In the BC forest industry we have a racial divide depending on the state of the wood. If it is raw logs coming out of the bush on tough slippery logging roads and you have to be able to back up, the driver is a white dude.

If it is flat logs(lumber) on a highway, it is a turbine driver.

Never seems to change.
