DECLASSIFIED: CSIS warned refugee flow could be exploited by Islamic extremists
Federal intelligence officials warned more than 30 years ago that gaps in Canada's system could allow extremist networks to establish themselves domestically
A newly declassified Canadian Security Intelligence Service memo from 1992 warned that refugee claimants could be used to bypass security screening and establish a “nucleus” of Islamic fundamentalists in Canada, concerns that continue to echo in modern immigration and national security debates.
Blacklock’s Reporter revealed the 1992 briefing note that was prepared for a federal Working Group on Islamic Fundamentalism. It questioned whether Canada should pay closer attention to Islamic fundamentalism when processing immigration and visitor applications, as the radical ideology expanded across the Middle East and Africa.
CSIS noted that while many movements included elements of social and economic reform, the political repression and anti-Western sentiment associated with Islamic fundamentalism had already had a significant impact in several countries.
