The Canadian Security Intelligence Service presented the warning in its annual report to Parliament on Friday.
“Canada must remain vigilant about continued foreign interference conducted by the government of India, not only within ethnic, religious and cultural communities, but also in Canada’s political system,” reads the report.
Prime Minister Mark Carney invited Modi to the G7 summit in Kananaskis, Alta., in an effort to rekindle diplomatic relations between the two nations following two years of turmoil.
The two leaders will be discussing the creation of a new information-sharing network that may include swapping intelligence on transnational crime and syndicates, terrorism, and extremist activities.
There will also be an emphasis on investigating extrajudicial killings amid tensions between Indian nationals and Khalistani activists living in Canada.
However, CSIS believes that New Delhi is still a persistent threat of foreign interference in Canada, despite the change in government.
The spy agency also identified China, Russia, Iran, and Pakistan as prominent players in foreign interference.
The report was tabled in Parliament last week but won’t be published on the CSIS website until Wednesday, after the G7 concludes.
Tensions between Canada and India were first sparked after former prime minister Justin Trudeau accused Indian officials of orchestrating the murder of Hardeep Singh Nijjar, a Sikh activist, near Vancouver.
Modi’s presence at the summit has drawn a major outcry from Canada’s Sikh diaspora and its organizations, which held protests near the summit.
“The government of India and the Nijjar murder signals a significant escalation of India’s repression efforts against the Khalistan movement and a clear intent to target individuals in North America,” reads the report.
CSIS also said that under Modi’s authority, Canadian-based proxy agents continue to wield influence over South Asian politicians and their community.
Our last two federal governments, including the opposition component, have been certified by CSIS as being contaminated with foreign country meddling. How long before CSIS begins to suffer the same contamination?
