A court found a Syrian refugee not criminally responsible for the death of two individuals in a car accident after failing to stop at a red light in 2022. Mouhamad Al Jalmoud has received an absolute discharge under the ruling, which declared that he “does not at this time meet the threshold of significant threat to the safety of the public.”

Al Jalmoud, the driver who caused the accident in Hamilton, Ont., had already been released from prison last fall on bail while he appealed the outcome of other convictions that stemmed from the accident that killed two and severely injured one.
