Those who are not Canadian citizens who enter Canada then commit a crime need to face a fair trail, then, if convicted, deported to their country of origin. Finger printing is part of the vetting process prior to approval. Currently there is no vetting process in place for either tourists, foreign workers, or refugees They currently select a box on an APP.
