You can write laws but who will enforce them? I can assure you that our Toronto Police Chief and Mayor will not be cooperating as they don't care what a protestor says as long as the protestor is not caught using violence to make their point and in Toronto it is really hard to get caught particularly if you are a protected Hamas anti Jewish protestor.
What if the legal definition of terrorism changes? There is a lot that can be done about this problem by simply enforcing the current laws as written.
