I guess also, it is better than nothing if they finally see the problem that has been in their face for about 11 years now and constantly getting worse.
30 years in business the biggest enemies of investment and expansion were government bureaucrats and the money grubbing banking industry. The socialist Liberal governments have never been a friend of business other than those businesses that they have a financial interest in or a voting block they need. Picking winners and losers is their policy which was most evident in their last hopeless budget and 9 times out of 10 they pick a loser. The budget was a duplication of the covid scam years where billions of taxpayer $$$$$$ disappeared into the socialist black hole and the only result was taxpayers and business went broke.

Canada has been over regulated for decades but since 2015 that has been perfected for the purpose of total destruction of a country.
It has been on purpose since then.
Business (remember business .. The thing that actually creates jobs) goes where it can survive and make a profit.
Take that incentive away.

But if you reduce regulation you might have to get rid of some government regulators ...
