Prime Minister Mark Carney delivered a sharp warning at the World Economic Forum in Davos, accusing the world’s two superpowers—without naming them—of abandoning the old rules of global cooperation. He said the United States and China are increasingly acting like bullies, using tariffs, financial systems, and supply chains to pressure smaller nations.
“We are in the midst of a rupture, not a transition,” Carney said, arguing that global integration has shifted from mutual benefit to economic coercion. As a result, he says middle and smaller nations are seeking greater independence in energy, food, finance, and supply chains.
Pressed on whether he is a globalist, Carney avoided the term, instead calling for partnerships among “like-minded countries” rather than a truly global system.
