Canada’s largest private-sector union accuses Prime Minister Mark Carney of betraying workers after his government rolled back retaliatory tariffs on U.S. goods.

Last week’s move marked a policy reversal for Carney, who had pledged an “elbows up” approach toward the U.S. during the campaign.
