The Liberal government has chosen to prioritize foreign workers over Canadians by increasing the number of temporary foreign workers rural businesses can hire.
What the rural areas are not being destroyed as fast as the cities, time to turn up the heat, import more people, more strain on the system, more unemployment, especially with the youth, just more strain on everything, a move the liberals can be proud of.

Anecdotally, I have noticed a reduction in foreign workers in my part of the country’s northern prairies as the relatively severe winter has dragged on to the ides of March. Hence, a consequent increase in hiring of local youth and pensioners. One benefit to a five month winter it seems.
