Bank of Canada Governor Tiff Macklem acknowledged the toll that Canada’s international student visa program has taken on the country’s youth, and their ability to find work.

In a new report from the central bank on Canada’s labour market, Macklem noted that the “magnitude of the rise in youth unemployment” could be attributed to the country’s rapidly changing “demographics.”
