A Turkish man who shot two bystanders in a restaurant while attempting to kill his brother-in-law has been permitted to stay in Canada, despite being denied refugee status 10 years ago.

Nevzat Etik has engaged in “a very long procedural history” in his attempt to remain in Canada, with the latest involving a Federal Court decision to have an immigration panel hear his plea for a fifth time.
